Temporary Closure of Chapel Road & Cage Lane, Boxted

Temporary Traffic Regulation Order of Chapel Road, Cage Lane, Boxted CP

The closure is required for the safety of the public and workforce while Essex County Council undertakes carriageway patching.

ECC Highways
No pathway required along the eastern verge to Carters Hill as this can promote an informal ‘on path’ drop off point associated with St Peters Primary School;
The access point to Plots 1 and 2 should have a minimum 2.4 x 43m clear visibility splays;
Increase the width of footpaths lining the school to the village hall, and;
Provide a 20 bay car parking court within the site for the use of the school. However, Nadine Calder stated that a 20 bay car park was only a suggestion by ECC Highways and goes against the previous appeal hearing that clarified that parking courts are ‘alien’ to the village. It was subsequently agreed that this should not be included.
Travel Plan
A meeting was held on 23rd February 2017 between the Head Teacher, a school governor and representatives from the applicant Thomas Bates & Son Limited to discuss the proposals for Hill Farm development and the need in the Boxted Neighbourhood Plan to liaise with the school in respect of the development travel plan.
The school does not currently have it’s own travel plan and there is no requirement for them to prepare one for this application or indeed for their own purposes. It was confirmed that a walking bus is in operation from the village hall car park on a voluntary basis and that the car park can be congested at peak times.
Thomas Bates & Son Limited’s representative advised the school that the residential travel plan will take into account the school’s parking situation and aim to avoid any conflict arising when new residents occupy the development and that the S106 financial contribution mentioned above will be targeted at upgrading the parking arrangements at the village hall.
